Improvement of regulations in the field of electronic archiving

In the upcoming period, the working group for eServices of NALED's Alliance for eGovernment will intensify its efforts to define proposals for improving procedures and regulations in the field of electronic archiving, aiming to reduce the administrative burden on businesses.

During the session, the working group members from the private, civil, and public sectors, along with representatives from NALED, including Irena Đorđević Šušić, Head of the Unit for digitization, innovation, and entrepreneurship, Ana Milovanović, regulatory reform manager, and Milan Vojvodić, Head of the Department for regulation in the information society at the ministry of information and telecommunications, discussed whether all documentary material, which is currently required to be permanently preserved, is suitable and necessary to be considered archival records. Additionally, the question was raised whether it is truly necessary to have “double storage“ of documents after they are handed over to holders of public authority, such as payroll lists.

Boris Damjanović, the head of the working group from the company  “OSA Računarski inženjering“, emphasized that the focus in the upcoming period will be on harmonizing and improving the legal framework in the field of eServices, as well as educating users on their usage. He particularly emphasized the importance of providing support to government bodies in the process of implementing eArchive and eOffice, as two main software solutions that will enable the transition to electronic office operations.

Milan Vojvodić presented the obligations outlined in the Regulation on the unified technical and technological requirements and procedures for the preservation and protection of archival records and documentary material in electronic form, which came into force on January 1, 2024. He also discussed the Ministry's plans in the field of eServices, noting that work on amending the Law on Electronic Document is planned to commence this year, as there will be changes in the regulatory framework at the EU level governing this area.
