In early April, NALED has launched a unique platform for donations to bring together and unite its members and partners in the battle against COVID-19. In slightly more than a month, donations worth EUR 250,000 have been provided to local communities and healthcare institutions. The platform facilitated the delivery of 52 tons of food for 11,000 households, 67 computers intended for schools and local administrations and EUR 140,000 for medical and protective equipment, thus supporting 41 cities and municipalities in countering the negative effects of the pandemic. With emergency situation behind us, NALED's platform will focus on CSR activities and joint initiatives of local governments and businesses, which will be timely communicated.

In cooperation with the Red Cross Vladičin Han and the Center for Social Work, we would deliver around 2,000 packages to the families’ addresses in mountainous local communities, families whose income mainly comes from seasonal jobs and other households whose members are social assistance beneficiaries.

The Municipality of Srvljig belongs to the group of devastated municipalities and to the fourth group of extremely underdeveloped municipalities. The municipality itself has a predominantly elderly population that, even in a regular state, lacks basic living conditions or healthcare. The Municipality of Svrljig needs funds for the purchase of basic food and hygiene products packages that would be distributed to retirees with incomes of less than 30,000 dinars (according to the RFZO, there are 3994 such persons in our municipality). The municipality has been able to provide protective masks for every citizen, but please note that our funds are very limited and small, and we fear that until the end of the state of emergency we will not be able to settle our bills for basic needs and current operations.

Based on the analysis of the state of education in the territory of the Municipality of Knic during the state of emergency, as well as after e-teaching was introduced, it was determined that there are 70 students in the territory of the Municipality of Knic who cannot fully attend e-teaching classes because they do not have any devices, nor internet (computer, tablet, or phone), which would allow them to use online teaching platforms as well as receive feedback from their teacher. These are children whose families are of very poor financial status, children form socially disadvantaged families, as well as children from multi-member families. The Municipality of Knic a municipality in central Serbia with an area of 413 km2 with 36 villages. There are 1,200 students in the education system who attend three elementary schools with 12 branch schools and one highschool. A donation in the form of any kind of device would enable them to adequately attend online classes, stay in touch with their teachers, and have basic conditions to attend classes, complete programs both during the state of emergency and in regular circumstances.

Disinfection tunnel and medical alcohol required for the City of Cacak
The City of Cacak intends to procure a disinfection tunnel and 5000 liters of medical alcohol for its work. A disinfection tunnel is a system designed for decontamination and disinfection of persons and objects, and has a great effect with minimal energy and disinfectant consumption. The plan is to install a disinfection tunnel at the entrance to a temporary hospital located in the so-called Blue Hall (a sports hall turned into a temporary hospital). This donation would be of great importance for further preventing the spread of COVID-19 virus, especially for medical staff, which is currently a big issue in all of Serbia and has the greatest potential for the infection’s spread. Disinfection will be performed when entering and leaving the temporary hospital. In this way, we are also protecting members of the Serbian Army and the police who are guarding the facility. The requested amount of medical alcohol is required for the disinfection tunnel to work, given the fact that the optimum consumption is about 30 liters of alcohol per hour of work.

The Municipality of Cuprija currently has the highest number of those infected with the COVID-19 virus in Pomoravlje. Out of the total number of people tested, more than 50% of those infected with the Coronavirus work at the Cuprija General Hospital. Although it does not have a healthcare center status, the Cuprija hospital is the most active in the district and treats patients from all of Pomoravlje. The equipment most needed at this time includes: 1. Portable X-ray machine - 1,200,000 dinars and up, 2. Contactless thermometers, 20 pieces - 152,000 dinars, 3. Bactericidal lamps, five pieces - the price of a fixed wall lamp is from 15,000 dinars to about 35,000 dinars for mobile, 4. Glasses with side protection, 50 pieces - 75,000 dinars, 5. Due to the lack of protective equipment for about 250 volunteers and employees, as well as medical professionals and other employees, all residents are at risk of infection. Also, in the area of 571 square kilometers in a mountainous region, the majority of households have older persons in need of help, especially as the number of people unable to work and earn a living has increased due to the pandemic.

For the Municipality of Arilje, this assistance would be of the utmost importance as the majority of the population works in agriculture, and the budget for this purpose is not sufficient to provide assistance to all during the state of emergency.

We stress that the Primary care center needs this machine since the new protocols stipulate that potential COVID-19 patients are first examined in primary care centers, involving a clinical examination, biochemical analyses and radiology examination requiring an X-Ray, before being referred to a stationary institution.

"E-Mionica" – electronic platform that would be used to provide citizens with various services and educational, economic, cultural and other content on the web portal and mobile application. The aim of this software is to help the citizens and ensure smooth daily functioning which has been disrupted with the introduction of emergency situation in Serbia. The idea is to make life flow as usual, but virtually. The software should find its use after the emergency situation as well, enabling Mionica to provide its citizens with numerous electronic services, following the latest technological developments.

Packages with grocery staples for the poorest, most vulnerable citizens
Municipality of Lebane needs support for its poorest, socially vulnerable citizens. Support would be provided through packages with grocery staples, worth 5.000 RSD. The beneficiaries would involve the following groups: 1. Material security (social assistance) beneficiaries – a total of 1.200 families, 2. Families designated as protected electricity buyers – around 800 (these include poor families designated through clear criteria such as the average income and owned property). This would exclude the already covered social assistance beneficiaries. 3. Retirees with minimal pensions – around 500. 4. Other families that do not fulfill the previous criteria but are classified as financially disadvantaged – around 500. This group would exercise the right to support by filing an Application for assistance in terms of grocery staples which would be sent to Municipal Council for consideration, along with an accompanying explanation. The reason the Municipality of Lebane needs this donation, along with the overall social situation, is the fact that more than 2.000 of local citizens make a living exclusively from seasonal work.

Packages with food and hygiene products for retirees with pensions between 20.000 and 30.000 RSD
The Municipality of Batočina has initiated the distribution of packages to retirees with pensions lower than 20.000 RSD, as the currently available budget funds allow so. To harmonize our practice with the decisions in larger cities such as Belgrade, Novi Sad, Sombor, that designated support packages to retirees with pensions under 30.000 RSD, we need around a million RSD to purchase 800 packages involving food and hygiene products for the retirees with pension ranging from 20.000 to 30.000 RSD. Since our municipality has previously inherited debts, this kind of support would be very appreciated.
