NALED initiated the project Real Estate Cadaster registration reform in cooperation with GGF as a response to previously inefficient and lengthy process of registering property in the Real Estate Cadaster, with excessive paperwork and numerous visits to counters. The Cadaster service in the Republic Geodetic Authority could not process all cases due to the complicated procedure, while citizens had to take several steps to finalize the registration by visiting various counters to submit different parts of documentation. 

Goals and results
The goal of Cadaster reform is to ensure easier, more efficient and safer procedure of real estate registration and establish accurate and comprehensive records of real estate in Serbia.
The project resolved the issue of linking various institutions by offering theme software, helped with building their capacities to exchange electronic documents, and enabled citizens and businesses to register ownership rights in an easier, more transparent end efficient manner. 

The key novelties and benefits for citizens and businesses:
The new Law on Registration Procedure in the Real Estate and Utility Lines Cadaster introduced the one-stop shop electronic system for registering property via public notaries – eCounter, thus reducing the number of procedures and visits to counters from six to only one visit to a public notary. 
During the first six months of implementation of the new electronic system eCounter, citizens and businesses have filed even 130,000 applications for real estate cadaster registration via public notaries. In only half a year, the share of electronic application applications has reached 40% in the total number of procedures with the Republic Geodetic Authority.

  • The average time for resolving cases has been reduced from 25 to 5 days.
  • The obligation of acquiring a real estate ownership certificate has been abolished, while insight into the ownership status is now performed ex officio electronically and free of charge by a public notary.
  • Real estate obtained jointly by spouses during their marriage is automatically registered as joint property.
  • The filing of property tax application is enabled electronically via public notaries.
  • Training has been provided to more than 2,200 officers in line authorities (Real Estate Cadaster, tax authorities, local governments).
  • The project improved and networked the electronic systems of the Ministry of Justice, RGA and Tax Administration with the aim of exchanging information and documents.
  • The project involved the development of the webpage and a contact center for citizens.
