Strengthening administrative and administrative-judicial inspection oversight of inspections

Goals and activities

NALED, with the support of the Norwegian embassy and in cooperation with the Ministry of Public Administration and Local Government (MPALG), is implementing the project “Strengthening of administrative and administrative-judicial inspection oversight of inspections” with the aim of harmonizing and improving the inspection, administration and judicial practice, strengthening the capacities of the Administrative Inspectorate, second instance authorities, Administrative Court, first instance inspection authorities and other authorities competent for supervision and control of inspection oversight and facilitating the implementation of the new legal framework for inspection oversight and administrative proceedings.

The project involves various activities - nine workshops for project beneficiaries on subjects related to inspection oversight, second instance proceedings, administrative oversight and administrative disputes in the field of inspection oversight, as well as the drafting of 80 legal opinions concerning the dilemmas existing in practice adopted by the Coordination Commission for Inspection Oversight:

• Professional-methodological explanations for internal inspection control
• Models of partial, additional and temporary solutions reached in the procedure of inspection oversight
• Rulebook which regulates special elements of risk assessment in the area under supervision of the Administrative Inspectorate
• Professional-methodological instructions on confiscation of items during the procedure of inspection oversight and misdemeanor proceedings (14^th session)
• Code of conduct and ethics of inspectors (14^th session)
• Instructions on actions of the inspection in cases of abuse of rights of petition and complaint (22^nd session)
• Comparative legal analysis of the second instance administrative procedure, administrative inspection and administrative dispute in the area of inspection oversight with recommendations for improving the legal framework in Serbia (24^th session)
